Add Memcached Support

It makes more sense to look up request source IPs once per
session, rather than once per request - otherwise a large number of
unnecessary queries will be sent to the Http:BL service which could
easily be cached.
Since the Rack implementation does not require or presume the availability of a DB, Memcached seems like a simple, fast solution.
